Japan currently faces a real emergency. As a result of the earthquake and the ensuing tsunami, thousands of people are dead, and tens of thousands more are missing and may be trapped under rubble, severely injured, and in danger of death by thirst or suffocation. There are over 500,000 people without shelter, with a blizzard on the way, and even the as-yet unscathed could soon face death from epidemics caused by thousands of unburied corpses.
At such a time, nothing could be more scandalous than the current campaign by much of the international press to spread panic over trivial emissions of radiological material from several disabled nuclear power stations.
Let us be clear. Compared to the real disaster at hand, the hypothetical threat from the nuclear stations is zero. The reactors in question were all shut down four days ago. The control rods have been inserted, and the cores have been salted with boron. It is physically impossible for them to sustain a fission reaction of any kind at this point, let alone cause another Chernobyl. Only the fission-byproduct decay heat remains, and it is fading fast as the short half-life material (which accounts for most of the radioactivity) performs its decay reactions and ceases to exist. At this point, the total heating power in the reactors is only about 0.3 percent of what it was when the reactors were operating. That means that a system previously capable of generating 1,300 megawatts of heat would now yield 4 megawatts thermal — about the same as that emitted by a dozen 100-horsepower automobile engines. Appearing on Fox Business Network with Stuart Varney on Thursday, he said global warming is a “natural phenomenon,” there’s no proof of man-made global warming, and suggested that “alarmism” is driving politicians to create bad environmental policies. He also said he’s not the only environmentalist that believes like him:

WASHINGTON – President Barack Obama's administration enters 2011 pressing ahead with new regulations and diplomacy to fight climate change, but it will face stiff challenges from opponents.
The year ended with modest progress toward a new global deal during U.N.-led climate talks in Cancun, Mexico, where major emitters including the United States and China moved beyond past bad blood.
But U.S. environmentalists' hopes were dashed at home, where a proposal to create a first nationwide "cap-and-trade" plan to restrict greenhouse gas emissions in the world's largest economy died in the Senate.
The Obama administration is nonetheless taking action on its own. Starting Jan. 2, authorities will consider greenhouse gases when approving emission levels for large new industrial plants.
The federal Environmental Protection Agency announced on Dec. 23 that it would go a step further starting in 2012 by setting greenhouse gas standards for power plants and petroleum refineries — which together account for nearly 40 percent of the emissions blamed for climate change.
But Obama can expect even more hostility to his climate agenda starting in January, when the rival Republican Party takes charge of the House of Representatives.
Representative Fred Upton of Michigan, the Republican who will head the new House Energy and Commerce Committee, said the United States should be "working to bring more power online, not shutting plants down" to protect jobs.
"We will not allow the administration to regulate what they have been unable to legislate," Upton said.
"This Christmas surprise is nothing short of a back-door attempt to implement their failed job-killing cap-and-trade scheme."
The Obama administration insists it is only setting standards, such as favoring green technology, and not imposing numeric caps on emissions as envisioned under most cap-and-trade proposals.
The Obama team and environmentalists argue that a shift to green energy would create, not reduce, jobs by opening a new area of growth in the troubled economy.
The world's temperature has been steadily rising and many scientists point to rising disasters — including devastating floods in Pakistan and, counterintuitively, intense blizzards — as evidence of climate change.
The Democrats narrowly retained control of the Senate and Obama remains president, meaning he can fight any legislative efforts to weaken regulation on climate change.
But several Republicans have vowed to fight a key U.S. promise in international negotiations — to contribute to poor countries seen as suffering the worst effects of climate change.
The Cancun conference set up a Green Climate Fund, to which the European Union, Japan, and the United States have led pledges of $100 dollars a year starting in 2020
Bracing for concerns about accountability, the Obama administration fought successfully in Cancun to put the World Bank in charge of the Green Climate Fund.
Todd Stern, the chief U.S. climate negotiator, said the financial pledges were "extremely important" and "a core part of the deal."
"Obviously, the fiscal situation is exceedingly tough in the U.S. It's tough in Europe and other places as well. And we are going to have to do the best we possibly can to carry out" the promises, Stern said.
As part of a future deal, the United States has pressed for fast-growing emerging nations such as China to agree to binding and verifiable action on climate change.
India surprised many other countries in Cancun when it said it would consider a future binding deal. China has reiterated its opposition but promised to show flexibility.
Despite the shift in Washington, California — the most populous state — approved its own cap-and-trade system after voters rejected a referendum supported by the oil industry to suspend air pollution control laws.
By contrast, oil-producing Texas — the biggest carbon polluter — has refused to abide by federal guidelines on emissions, leading the Obama administration to take over its permit system.
The founder of the The Weather Channel in the US has described the concept of global warming as 'the greatest scam in history' and accused global media of colluding with 'environmental extremists' to alarm the public.

His views challenge the consensus of the international science community that it is at least 90 per cent certain that temperatures will continue to rise, with average global surface temperature projected to increase by between 1.4 and 5.8ºC above 1990 levels by 2100.
This increase will be accompanied by rising sea levels, more intense precipitation events in some countries, increased risk of drought in others, and adverse effects on agriculture, health and water resources.
A recent joint statement by the scientific academies of 17 countries, including the UK's Royal Society, endorsed the theory of climate change and dismissed doubts raised over the need for action to mitigate possible damage caused by climate change.
"We do not consider such doubts justified," the group said in a joint statement, urging prompt action to reduce emissions of greenhouse gases.
But Mr Colemen slams their views as part of a global conspiracy: "Some dastardly scientists with environmental and political motives manipulated long term scientific data to create in [sic] allusion of rapid global warming."
"Other scientists of the same environmental whacko type jumped into the circle to support and broaden the "research" to further enhance the totally slanted, bogus global warming claims. Their friends in government steered huge research grants their way to keep the movement going. Soon they claimed to be a consensus.
"Environmental extremists, notable politicians among them, then teamed up with movie, media and other liberal, environmentalist journalists to create this wild "scientific" scenario of the civilization threatening environmental consequences from Global Warming unless we adhere to their radical agenda.
"Now their ridiculous manipulated science has been accepted as fact and become a cornerstone issue for CNN, CBS, NBC, the Democratic Political Party, the Governor of California, school teachers and, in many cases, well informed but very gullible environmental conscientious citizens.
"Only one reporter at ABC has been allowed to counter the Global Warming frenzy with one 15 minutes documentary segment."
He added: "I have read dozens of scientific papers. I have talked with numerous scientists. I have studied. I have thought about it. I know I am correct.
"There is no run away climate change. The impact of humans on climate is not catastrophic. Our planet is not in peril."

ATHENS, Nov 22 (Reuters) - Former U.S. vice-president Al Gore said support for corn-based ethanol in the United States was "not a good policy", weeks before tax credits are up for renewal.
U.S. blending tax breaks for ethanol make it profitable for refiners to use the fuel even when it is more expensive than gasoline. The credits are up for renewal on Dec. 31.
Total U.S. ethanol subsidies reached $7.7 billion last year according to the International Energy Industry, which said biofuels worldwide received more subsidies than any other form of renewable energy.
"It is not a good policy to have these massive subsidies for (U.S.) first generation ethanol," said Gore, speaking at a green energy business conference in Athens sponsored by Marfin Popular Bank.
"First generation ethanol I think was a mistake. The energy conversion ratios are at best very small.
"It's hard once such a programme is put in place to deal with the lobbies that keep it going." READ MORE...

The head of the UN climate science body has admitted he was taken entirely by surprise by the ferocious public reaction to a blunder in its report on Himalayan glaciers. But he insisted the controversy had not set back efforts to secure action on climate change.
The mistake, a false assertion that the Himalayan glaciers would disappear by 2035, exacted severe damage to the reputation of the IPCC and its head, Rajendra Pachauri. It also provided further fuel to the controversy over the emails stolen from East Anglia's climate research unit and released online a year ago today.
Pachauri said he had not predicted the storm of criticism. "I had absolutely no idea what was coming. It just sort of escalated," Pachauri told the Guardian at a climate meeting sponsored by California's governor, Arnold Schwarzenegger. READ MORE...

If this happens, on a per capita basis, then Africa will be the big winner, and huge amounts of money will flow there. This will have enormous implications for development policy. And it will raise the question if these countries can deal responsibly with so much money at all.
(NZZ): That does not sound anymore like the climate policy that we know.
(EDENHOFER): Basically it's a big mistake to discuss climate policy separately from the major themes of globalization. The climate summit in Cancun at the end of the month is not a climate conference, but one of the largest economic conferences since the Second World War. Why? Because we have 11,000 gigatons of carbon in the coal reserves in the soil under our feet - and we must emit only 400 gigatons in the atmosphere if we want to keep the 2-degree target. 11 000 to 400 - there is no getting around the fact that most of the fossil reserves must remain in the soil.
(NZZ): De facto, this means an expropriation of the countries with natural resources. This leads to a very different development from that which has been triggered by development policy.
(EDENHOFER): First of all, developed countries have basically expropriated the atmosphere of the world community. But one must say clearly that we redistribute de facto the world's wealth by climate policy. Obviously, the owners of coal and oil will not be enthusiastic about this. One has to free oneself from the illusion that international climate policy is environmental policy. Report: Los Angeles spent $70 million in stimulus funds to create 7.76 jobs
A new piece of evidence has emerged in the debate over the effectiveness of President Obama's 2009 stimulus package, and it's not good for Democrats. According to two newly released audits performed by the Los Angeles controller, L.A. spent enormous portions of the $594 million in stimulus funds it received on projects that created or saved just a handful of jobs. All told, the audits — available here and here [pdf] — examined $111 million in stimulus spending by the city's Department of Transportation and Department of Public Works, and found that the money went to projects that created or retained just 54 jobs. That works out to roughly $2 million per job.
The $71 million that went to the Department of Public Works, which funded 15 road-surfacing and similar projects, was projected to save or create 238 jobs. But according to the audit, the money created just 7.76 jobs — or slightly more than $10 million per new job — and saved 37.7 (the fractions are a result of calculating the number of jobs by hours worked). The Department of Transportation's $40 million created or retained just nine jobs, the audit found. READ MORE...
Clinton to unveil US funds for clean cookstove push
Secretary of State Hillary Clinton will announce on Tuesday a U.S. contribution of more than $50 million toward providing clean cooking stoves in developing countries to reduce deaths from smoke inhalation and fight climate change.
The U.S. funding, which will be spread over five years, is part of a Global Alliance for Clean Cookstoves being started to combat a problem officials equate with malaria and unclean water in terms of their health impact worldwide.
Some 1.9 million premature deaths, mostly among women and young children, occur every year due to smoke inhalation from rudimentary stoves, which in many cases consist of a few stones and an open fire inside or outside a shelter, officials said.
Smoke from such cooking methods can lead to childhood pneumonia, lung cancer, bronchitis and cardiovascular disease while contributing to climate change through emissions of carbon dioxide and methane -- two major greenhouse gases -- and black carbon. READ MORE...
Feds Spent $800,000 of Economic Stimulus on African Genital-Washing Program
The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.
The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.
“NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications,” the grant abstract states. “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.” READ MORE...

Between a high-profile public divorce, accusations of sexual assault, and a crazed gunman citing his work as the inspiration for his "awakening," the former vice president's image has been in a bit of a PR freefall of late.
Now this bit of cruel irony: The Los Angeles-area Carson-Gore Academy of Environmental Sciences, named after Gore and pioneering environmentalist Rachel Carson , was built atop an environmentally contaminated piece of real estate, the Los Angeles Times reports. Some are now raising concerns that the $75.5 million school -- which sits across the street from an oil well -- may pose long-term health risks to its students, faculty and staff, as the groundwater beneath it is contaminated by chemicals.
As the L.A. Times' Howard Blume reports, construction crews worked furiously through the Labor Day weekend to remove dirt "from two 3,800-square-foot plots to a depth of 45 feet, space enough to hold a four-story building." According to Blume, the soil in those plots once held more than a dozen industrial storage tanks that had contaminated the site's groundwater. Also beneath the school were the underground tanks from a nearby gas station.
The plan now is for workers to replace the potentially tainted soil with clean soil that school officials have lined up from other sources. The crews are rushing to complete the work before fall semester starts Sept. 13 for the nearly 700 students enrolled.
Some environmental groups are raising an outcry over the alleged health risks associated with the school's site. School officials say that everything is fine. READ MORE...
