Of course it is, that's why most of the garbage in the bill doesn't go into effect until 2014-2016, so by the time the idiots (democrat voters) figure it out, the dems are long gone. Then those same idiots can blame the republicans in power as if they had anything to do with the bill. It's just how 'slow' they are...
